1. One permit for residence and work
The main employment categories now fall under a single permit, which combines the right to live and the right to work in one document. This includes the E.4 permit issued to workers recruited through the recall procedure.
2. A firm processing deadline
Authorities have a statutory 90-day period to complete initial and renewal applications that are complete. Extensions are limited, which rewards employers who submit full files.
3. Quotas can flex
The yearly ministerial act that sets recruitment numbers can be increased by up to 15% for urgent needs, and may name eligible countries and per-country numbers based on bilateral relations and consular capacity. Check each year's act before planning headcount.
4. Temporary work agencies as employers
Licensed Greek temporary work agencies can act as the direct employer under the recall procedure. Sectors and guarantees are set by joint ministerial decision.
5. Strategic projects
Implementing entities of strategic or major public projects may recruit up to 500 workers per project through a priority procedure.
6. Changing employer
Single-permit holders may change employer after six months with the first one, or earlier in cases such as dismissal or breach of terms. Plan retention accordingly: fair housing and pay matter more than ever.

Does the 90-day target start on submission?
It applies to complete applications. Missing documents pause the clock, which is why file quality matters.
Are seasonal workers covered by the same rules?
