Türkiye runs an employer-led work-permit route through the Ministry of Labour and Social Security (MoLSS), paired with a consular step in Pakistan. In outline:

  1. 1. Work contract & employer application The Turkish employer submits the work-permit application to the Ministry of Labour and Social Security (MoLSS) for the named worker.
  2. 2. Consular reference (in Pakistan) In parallel, we process the worker's file and obtain the Consular Reference Number from the Turkish Embassy (Islamabad) or Consulate (Karachi).
  3. 3. Ministry review & approval MoLSS evaluates the application — including the citizen-to-foreign-worker ratio rule that applies especially in textiles and manufacturing — and issues a decision.
