Albania's tourism boom and EU-adjacent construction pipeline have outpaced its own workforce: sustained outward migration to Italy and Greece has left a real shortfall in site labour, hotel staff and factory hands, particularly along the coast from Durrës to Sarandë. Since Law 79/2021, Albania runs a single combined work-and-residence document — the Leje Unike (Unique Permit) — applied for through the e-Albania portal with a biometric appointment at the Regional Directorate of Border and Migration Police. The step employers most often get caught out on is the 4-week mandatory job advertisement through the Albanian National Employment Service, which must run to completion before any permit filing opens. What is the Leje Unike, and does it apply to Pakistani workers?

Yes. Since Law No. 79/2021 on Foreigners, Albania issues a single combined Unique Permit (Leje Unike) covering both work authorisation and residence, replacing the old multi-document system. Every Pakistani worker we deploy to Albania is processed under this current system.

Why does the process take a minimum of 4-5 weeks before it even starts?

Albanian law requires the employer to run a job advertisement through the Albanian National Employment Service for 4 weeks as a labour-market test before a Unique Permit application can be filed — it cannot run concurrently with the application. We build this into the project timeline from the first conversation so it isn't a surprise later.

How long does the full process take, start to worker arrival?

Indicatively 30–60 days for the permit itself once the labour-market test period has closed (legal maximum 12 weeks), plus the 4-week advertisement window and standard Pakistan-side processing. We give a realistic combined estimate per batch.

What is Albania's current minimum wage, and does it affect our contracts?

As of 2026 the Albanian minimum wage is approximately ALL 50,000 per month (roughly US$530). Employment contracts for foreign workers must meet or exceed this floor, and the contract signed on arrival must match the one submitted with the permit application — we make sure of that.
