Why every "Top 10" list crowns a different agency

Look up the best recruitment agency in Pakistan and you will find rankings published by dozens of agencies — almost all of which place themselves at number one. That is no accident. Writing a "Top 10" article with yourself at the top is a common SEO trick, and it works well enough that nearly every agency in this market uses it.

That doesn't make those agencies dishonest. It does mean a place on a self-published list says almost nothing about whether an agency is safe to deal with. What counts is beneath the marketing: a licence, a track record you can verify, and named clients or placements you can check. This guide explains what to look for, whether you are an employer hiring workers or a candidate applying for a job abroad.

Begin with the OEP licence — it is a legal requirement

Every lawful overseas recruitment agency in Pakistan must hold an OEP (Overseas Employment Promoter) licence from the Bureau of Emigration & Overseas Employment (BEOE), a Government of Pakistan body. It is not a logo an agency can put on its website and hope nobody checks — it is a registered licence number that you can verify.

Before engaging any agency, ask directly for their OEP licence number. A legitimate agency will give it to you without hesitation, typically in the format of a number followed by a regional code (for example, 2868/RWP for an agency registered under the Rawalpindi region). If an agency is vague about this, hesitates, or can't produce a number at all, that's the single clearest red flag in this entire process — stop there.

The checks that really count

Once the licence is confirmed, these are the things that separate agencies with real substance from those relying on marketing copy:

How long it has operated without a break. Anyone can call themselves "leading" on a homepage. Fewer agencies can give you a founding year and a continuous licence history since then. Ask when the agency started and whether its OEP registration has been unbroken.

ISO certification. ISO 9001:2015 covers quality management systems. It shows that an agency's recruitment, screening and deployment processes have been audited externally against a recognised standard, rather than just described on a website.

Named employers you can check. Claims such as "thousands of workers placed" cannot be verified. Agencies with real employer relationships will usually name actual clients — contractors, hospitals, hotel groups, oil & gas firms — whom you could contact to confirm the relationship.

Experience in specific countries. An agency that has really sent workers to Saudi Arabia, the UAE, Qatar or newer destinations such as Romania, Serbia or Türkiye should be able to talk in detail about that country's visa process, permit types and usual timelines, not just say "we handle visas".

No fees for job seekers. This is not only good practice; it is the law in Pakistan. Agencies may not charge job seekers for finding work, submitting CVs or arranging interviews, and every legitimate cost falls on the employer. If an agency asks a candidate for money in advance, say no and report it to BEOE.

Warning signs that should make you walk away

Treat these as reasons to walk away straight away: reluctance to share an OEP licence number; any request for money from a job seeker before deployment; no real office address you can verify; vague or changing answers about which countries the agency actually deploys to; and pressure to decide or pay quickly — a tactic unlicensed brokers use far more often than established agencies with nothing to hide.

Where Crown Enterprises Overseas Employment fits against this checklist

We'd rather you apply this checklist to us directly than take our word for it. Crown Enterprises Overseas Employment (Crown) holds OEP Licence 2868/RWP, registered with BEOE, and has operated continuously since 2010 from its Islamabad head office, in the same regulatory standing. We're ISO 9001:2015 certified, and we work with 28+ named employer clients across construction, oil & gas, hospitality and healthcare, including multinational oil & gas, energy, property and FMCG groups.

We send workers to the established Gulf markets — Saudi Arabia, UAE, Qatar, Oman, Bahrain — and to a growing list of destinations in Europe and the Balkans: Romania, Serbia, Lithuania, Bosnia & Herzegovina and Türkiye. Like every licensed agency, we never charge job seekers at any stage.

We won't claim to be number one in Pakistan; no agency, including us, can prove that independently. What we can give you is a licence number, a founding year and a client list you are free to check. We believe that is the standard every agency should be judged by.

Questions employers ask us

Can a Pakistani recruitment agency legally charge job seekers?

No. Under Pakistani law, licensed Overseas Employment Promoters cannot charge job seekers for finding work, submitting CVs, or arranging interviews — those costs are the employer's responsibility. If an agency asks a candidate for payment upfront, that is a legal red flag, not a normal processing fee.

What does an OEP licence prove?

An OEP (Overseas Employment Promoter) licence is issued by Pakistan's Bureau of Emigration and Overseas Employment (BEOE) and confirms the agency is legally authorised to recruit and deploy Pakistani workers abroad. Every legitimate agency should be able to give you its OEP licence number on request — you can then verify it against BEOE's own records.

Why do so many "Top 10 recruitment agency" lists disagree with each other?

Most of these lists are published by the agencies themselves as a marketing exercise, which is why nearly every list names a different company as "#1." They can still be a useful starting point for names to research, but the licence number, years of verifiable operation, and named employer clients matter more than a ranking position on a self-published list.

How long should a genuine agency have been in business?

There's no strict minimum, but agencies with a decade or more of continuous, verifiable deployment history — named employer clients, consistent OEP registration, and no gaps in licensing — carry materially lower risk than newly formed agencies making the same claims.
