Why Pakistan asks for documents from the employer
Every worker who leaves Pakistan for a job abroad is registered with the Bureau of Emigration & Overseas Employment (BEOE). The licensed agency has to show that a real employer, with a real job, has authorised it to recruit. That is why the paperwork starts with you, not with the worker.
1. Demand letter
The demand letter is on your company letterhead and lists each job title, the number of workers, the monthly salary, working hours, contract length, and what you provide: accommodation, food, transport, medical cover and air tickets. Job titles should be specific. A permit authority and a trade tester both work better with “steel fixer” than with “labour”.
2. Power of attorney
The power of attorney authorises Crown to recruit on your behalf in Pakistan for that demand. It names the agency and the scope of authority. We send a draft so it matches the demand letter exactly.
3. Employment contract
A specimen contract sets out the terms each worker will sign. It must match the demand letter on salary, hours and benefits. Workers read it before departure, and differences between contract and reality are the main cause of early resignations, so we check it line by line with you.
4. Attestation
For most corridors, the demand letter, power of attorney and contract are attested before they are used in Pakistan, typically through the Pakistani embassy or consulate in your country, or the relevant chamber and ministry first. The exact route differs by country. We give you the sequence for your country in writing at the start, which avoids sending documents twice.
5. Permit and visa papers
- Gulf: visa block or work visa approvals issued to your company.
- Türkiye: work-permit application through the labour ministry once candidates are selected.
- Romania, Bosnia, Serbia, Croatia: the work authorisation issued by the local authority, used for the national visa application.
6. Company documents
A trade licence or company registration and the signatory's ID are normally requested to confirm the employer exists and the signatory can commit it.
Once the documents are in order, the employer-side work is small: approve the shortlist, interview, and confirm selections. Sourcing, trade testing, medicals and emigration clearance are handled in Pakistan.
